The sculpture represents a precious silvered bronze reduction from the marble model of the Goddess Roma at the center of the Altare della Patria, a monument designed by Giuseppe Sacconi and decorated by Angelo Zanelli between 1911 and 1925. Although it was decided at the beginning that the figure of the Goddess should be executed seated on a throne, Zanelli pushed for the realization of a standing model, which was finally approved, with the blessing of Giulio Aristide Sartorio, in 1919. The final model was then presented in 1923 and the work completed in 1924 , with the inauguration of the monumental complex in 1925. In this sculpture, Zanelli combines the charm of the classical world, reworked in a symbolist way, with suggestions deriving from the Viennese Secession and in particular from the iconography of Gustav Klimt.
